Do you consider it to be rude when you book an appointment with someone and then you are received by someone else?

I wonder what people think about being received by someone else when they arrive to an appointment they have booked. You may consider it rude for someone not to show up to the appointment, or you may consider it a question of respect for someone to send a substitute when himself can't attend for stronger reasons.
